I am contacting you with a personal request and asking you to take charge of “My Bipartisan Project Proposal” for “Fast Track Completion” of President Franklin D Roosevelt’s Columbia Basin Project, this project is a Presidential Project!

 I voted for you because I like many wanted real change! I believe you have an opportunity of your lifetime to take real action on completion of the largest public works project in US history.

In January 2009, I travelled to Olympia and spoke with Karen Twillenger, Representative Brian Blake (D), and Representative Judy Warnick (R) asking them to support and introduce my legislation. Brian Blake and Judy Warnick supported it, and Senator Bob McCaslin (R) offered to introduce it!

9 WHEREAS, The Columbia Basin Project stores and carries water for

10 irrigation, produces electricity, controls floods, provides recreation,

11 and regulates streamflow, as well as provides water for cities,

12 industries, navigation, and endangered species; and

13 WHEREAS, The Columbia Basin Project has successfully distributed

14 enough irrigation water for approximately 650,000 acres of agricultural

15 lands between Grand Coulee and the Quad Cities; and

16 WHEREAS, The United States Bureau of Reclamation is studying the

17 potential for building the second half, or "Phase II," of the Columbia

18 Basin Project, extending irrigation water into portions of the Odessa

19 Subarea;

NOW, THEREFORE, Your Memorialists respectfully pray that the

2 President and Congress support the vitally important Columbia Basin

3 Project and direct the United States Bureau of Reclamation to continue

4 its study and implementation of "Phase II" of the Columbia River Basin

5 Project. More directly, your Memorialists request that President Obama

6 and Governor Gregoire draft and sign Executive Orders designed to

7 outline a Joint Venture Agreement between President Obama's

8 Administration and the Gregoire Administration to:

(1) Finance Phase

9 II of the Columbia Basin Project;

(2) finance the remainder of those

10 canals and reservoirs held within the East High Canal Project as

11 originally designed by Franklin D. Roosevelt's Administration;

(3) due

12 to the economic conditions of today's economic crisis, request that all

13 funding options be mandated for review by the state and federal

14 governments; and (4) due to the economic conditions of our nation,

15 request a "Fast Track" approach to this project being reviewed and

16 adhered to.

17 BE IT RESOLVED, That copies of this Memorial be immediately

18 transmitted to the Honorable Barack Obama, President of the United

19 States, the Honorable Christine O. Gregoire, Governor of the State of

20 Washington, the President of the United States Senate, the Speaker of

21 the House of Representatives, and each member of Congress from the

Mr. President in 2011 one of the largest hurdles for delivering water to the majority of the project was overcome! Due to the great bipartisan work of the Washington State Congressional Leaders, Governor Gregoire, the Washington State Legislature, the Department of Ecology and the Department of Reclamation.

We are standing at a point in history simular to when President Franklin and bipartisanship was the best avenue to take to obtain the best result. For the millions of unemployed who want to be proud workers, not just looking for just a helping hand, but a helping hand up and a good job to feed their families.

Mr. President I can now show you how this project can deliver water to 4 new inland water retention reserviors which will deliver adequate water supply to the majority of the new acreages in this project! With your Presidential leadership we can have the 1st reservior planned in 3 months and built in two years. We can simutaniously design the other 3 reserviors and have them built in 4 years!

Governor Gregoire, Governor Elect Jay Inslee, Senator Maria Cantwell and along with creating “Washington’s State Green Team” can make this schedule very achievable!

President Franklin D. Roosevelt stated, "... that we are going ahead with a useful project, and we are going to see it through for the benefit of our country." History recognizes President Rosevelt as a president who made a hard but great decision when our country was in the middle of the depression, in much the same conditions as we face today.

History proves President Franklin was right, and his project is an example of his bipartisan leadership and the success of the Democratic Party working together with the Republican Party! We have a chance to make history and help our beloved nation. This project will work today for you also, if you take control of it!  

Mr. President, I believe history books will tell a story of leader who had the wisdom, knowledge, and leadership qualities like President Roosevelt. A future foward man who understands that we need intelligent action not just great speeches. I believe the story will name President Barack Obama because you are the only man on earth today with this power! As we are ending a final chapter in Iraq, we need jobs for those returning hard working service men. This project will last for centuries.

Step 1: “Fast Track Completion” A Bipartisan Project Approach

Imagine the national and world news stories broadcasting news of you requested Governor Gregoire to join with you and sign Joint Executive Orders.

Governor Gregoire is very interested in balancing the budget, improving Washinton’s economy and new jobs!

Step 2 - Ask the National DNC leaders to support you! Imagine what you could do with the support of everyone.

Step 3 - Ask Washington State’s Congressional Democratic team to walk across the isle like Senator Cantwell did on “Glass Steagall” and request the Republican Congressional Team Members join by signing a “Bipartisan Contract”! Let’s find a way to work together or findout if they will support economic development or not?!

 

 

Step 4 - Try to involve as many public figures. You need everyone on the same team and need 100% participation from all Congressional Leaders, if you are going to succeed!

Step 5 - Everyone needs a viable financing plan, especially during this election year, to succeed on this promotion. The success will be determined by two factors: power and money or money and power! Mr. President, you have the power and 800 billion dollars of stimulus monies available or a combination of partial government funds plus private financiers i.e. “the Gates Foundation” or “Glen’s Viable Creative Alternative”!

In the Forbes Magazine Special Edition dated October 11, 2011. Mr. Buffett said "If you're succeeding all the time in philanthropy, your projects are too easy. Look for things that are more important and where you may fail".

Step 6 – Reach out to Washington State Universities asking their administrators to participate with you on your vision of 3C’s “Work for Tuition Program”.

Step 7 – Make a request for viable alternatives to “Fast Track the Project” and contract with those companies. America needs hope in this depressed market, and maybe there will be a replay on a common man program, starting out in a garage and encircling the world with new ideas. Let’s learn a lesson from President Franklin and start working instead of years of endless studies.

This project has been supported by thousands of Democrats and Republicans alike; there are many news articles supporting my comments!

Mr. President in January of 2009, I received a letter from the First Lady, requesting the citizenry bring Shovel Ready Viable Projects to Washington DC and your office. In March 2009, I traveled to Washington DC as requested and took my proposal to Senators Murray and Cantwell and Representatives Inslee, Morris, Smith, and others. I also met Mitch Stewart at the DNC. I attended Gary Locke’s confirmation hearing for Secretary of Commerce and I asked Mr. Locke to help me on this Project Proposal.

I returned to Washington DC in November 2009 taking my proposal again to Senator Murray, Senator Cantwell, Representative Inslee, Morris and Doc Hastings. I attended the Congress the night the Health Bill became law.

On August 17th 2010, I attended Patty Murray's Reelection kick off in Seattle, prepared to present you my proposal. I was within 10 feet of you but I couldn’t pass through the crowd as you left the room. I decided to give my proposal to Jay Inslee at the end of the meeting.

I took my proposal to Senator Murray and Senator Cantwell, and Patty agreed to forward my proposal to you in May 2011. You and your team have been reviewing it along with many others on Capitol Hill and also in Washington, but my proposal is far more complex and detailed than most believe. I can show you how to pay for it with pre-existing revenues and without any new taxes!

Mr. President after running for office for six years and taking my proposal to many leaders, a couple of incredible individuals have been great. Maria Cantwell and Wilfred Woods, who owns a newspaper, are the only two who have asked me to explain my proposal. Senator Murray is a great leader. She just did the obvious and sent you my proposal.

Mr. President, I have watched you speak, in person and television, for several years. As I watched you recently speaking to the Black Caucus and many of your jobs bill failing, I noticed you are still determined but becoming frustrated, like me!

I see similarities between myself and Christopher Columbus! Christopher spent roughly 12 years trying to talk the Spanish Monarchy into his plan and history shows his success. But few realize he was correct from the beginning and could have succeeded 12 years sooner. I truly believe I have been right about my proposal and I am driven to succeed with my project proposal. Quitters never succeed and winners never quit! I have always referred to myself as a Roosevelt Democrat! Roosevelt accomplished more in six months of his life than many of us do in a lifetime.

I have heard that your friend and supporter Oprah often states, “God is good, and He will indeed bless you but you have to want to help yourself in order for Him to continue to bless you. He can only open the door; you have to be the one to walk through it".

Mr. President I would consider it a “Great Honor” if you would open your door to me and allow me to serve my country again and bring my Grassroots Project to you, and work directly with David and Mitch on my bipartisan project proposal. Possibly David and Mitch would make this project the 1st hands on endorsed project for “Renew America”?

Mr. President I totally understand the trials many are struggling with today after spending years to develop my Solid Waste Project in Adams County and spending nearly everything I had on the project. In 1990 I ended up on welfare for approximately 3 months! While laying on my back thinking “Why me Lord” I watched an interview with actor Craig T Nelson wherein he told the interviewer “I could tell you anything about my past and you would believe me, but I want to tell the truth just in case someone watching is struggling with life like I was”, “prior to getting my spot on Coach, I lived outside of Spokane Washington in a one room cabin with one light in it and I was on Welfare”, “I wanted to give up on my acting dream but I was contacted about the Coach Job”. Craig helped me that day! I was depressed about the project, but more importantly because I shamed my father who was a proud American & Marine who never asked the government for anything! Using food stamps are embarrassing to those who use them; many would just like a good job!

Last night, Democrats in the Senate tried to pass a simple piece of President Obama's jobs plan that shouldn't be controversial: provide money to prevent further layoffs of teachers, cops, and firefighters at the local level, and pay for it by taxing the income of millionaires an extra 0.5%.

This morning a lot of media outlets reported that the Senate "rejected" or "voted down" this proposal.

But that's not what happened. The measure didn't come to an actual vote.

That's because every single Republican senator filibustered the bill -- meaning they wouldn't even let an up-or-down vote happen. Republicans have unilaterally decided not to allow even that simple majority vote on anything that might help the economy before the next election.

To be clear: This bill would have created jobs, and both parties have supported similar measures in the past.

But, sadly, some in the Congress do not feel any responsibility to act. As someone who has spent a lot of time working in and with the Senate, I can tell you that it's a particularly low moment for the legislative branch of our government.

It doesn't need to be this way. That's why the President and our campaign are focused on fixing what's broken in Washington. Right now, that means we're going to keep the pressure on Congress to act, until every single piece of the President's jobs plan -- the parts to help veterans find jobs and get small businesses hiring more people -- gets a vote.

So please, reach out and keep reaching out to Senator Mitch McConnell, the Republican leader in the Senate, and ask him to give each piece of the American Jobs Act a fair vote.

I believe I am maybe the “only card carrying Roosevelt Democrat in Washington State” who has taken this project to both Federal and State Legislators in both parties and gotten full support and possibly the only Democrat who has taken my proposal to a Republican PCO Committee and received a majority vote to write a letter to Doc Hastings supporting the “usage of Stimulus Moneys” on this project if You would decide to use it!

I would like to give “You and the Washington State Green Team” my project proposal of how to fund the project and lower its overall construction cost! I owe it to my country and the many struggling businesses and the unemployed! Mr. President I have ran multi-million dollar businesses in years past and I fully understand the “Due diligence required to succeed”! You were right about your comments at the Black Caucus Meeting “It’s time to get up, quit feeling sorry for ourselves and get busy”!

I am totally prepared to serve you and our country on this project! I believe you are the only person on earth today who can succeed with my proposal and complete President Franklin D Roosevelt’s Columbia Basin Project!

Attached is My short history and work history concerning the project:

I have been involved with several meaningful projects in Washington State. Many years ago (1986 – 1990) I piloted a very contentious state project to haul Seattle’s waste and all of Washington State’s Municipal Waste to Adams County. If you choose to research it, you will find out It was fully supported by every municipality in Adams County.Unfortunately it consumed 3 ½ years of my life and most of my financial resources. Dwight Pelz, Democrat Chairman (he later served on the Seattle Council), will be able to find my name in the original Seattle Long Haul Contract. I negotiated terms and conditions with Waste Management for Adams County. One of those terms was free transportation and disposal of Adams County’s waste for the term of the contract and all extensions (it was the 1st time Waste Management agreed to this in US history). This was an essential term, since I had given my word to the commissioners and the community it would be appear in the final contract. Waste Management stills owes Adams County Millions!

Unlike many who strive to succeed for their own financial bennefit, I was working to create a “Nonrevocable Agricultural Trust Account” to place the future solid waste revenues along with additional large revenue streams into the trust account to pay for the completion of this project. It was enough for me to spearhead an important and meaningful change for my state and community.

In 1989, I freely donate my future earnings to my community, roughly 17+ million dollars, from this project to 3 endowments. The majority of 60% was given to the expansion of the Columbia Basin Project, another 20% to Our Local EDC and and the final 20% to a College Education fund for those students in Adams County who didn’t have the financial means to attend college). Later in 1996 I had to litigate with Waste Management on this issue.

In 1988 Gary Locke, Tom Foley and others lead a deligation to Washington DC. Their main purpose was to obtain full funding for this project and the deligation came very close to succeeding on this mission!

In 1999, I presented my proposal to then Representative Mark Schoesler (R), now a State Senator, along with a “Performance Based Contract” and advised him that my company was the exception to the rule of goverment bids for services and his legal department acknowledged it. Basically the contract said I am offering to put together a “Columbia Basin Completion Project” and also disclose where pre-existing revenue stream is to pay for it’s completion, wherein “My Company” would have an exclusive rights to develop our project!

In 1999, I was instumental behind the scenes in helping instiagate the firstjoint meeting with DOE and the Bureau of Reclamation. I met with a DOE and explained we could increase the main steam canal flow by completing the Weber Coulee in 2 years. Completion of this project took 12 years, we need to change our project speed and go back to Roosevelt’s Executive Order Policy!

On September 13, 2001, I was at a meeting in Moses Lake, Washington where Speaker of the House Frank Chopp explaining how he and the Washington Democrat Party should help lend their support to completing “Roosevelt’s Project”. During the meeting, the televisions were tunned to / broadcasting CNN, and we could see the CNN News replaying the scene of Twin Towers crashing down again and again. As stated by many, it was a time for Americans to unite as one nation under God! Frank Chopp is a great American and leader, in my opinion.

I voted for Governer Gregoire because I could see her leadership, her inovative style and I wanted her to bring her legal talents to the table to help me create a State v/s Federal Government Law suit, NonRevocable Agricultural Trust Account and “New Financial Instrument” to pay for my project proposal. I firmly believe with Governor Gregoire tallents, much more could have been accomplished in less time if she would have had better advisors!

In 2004 , When Christine took office I delivered a map, tape of the project and also a letter to Mike Gregoire.

In 2004 – 2009 I met with Senator Mark Schoesler (R) on multiple occasions asking him to pursue this project more aggressively!

In the fall of 2007, I had joined the Democrat Party prior to voting for you and for Change!

In Spring of 2009, I contacted Gary Locke’s Law Office and spoke with Gary’s secretary. I told her, I was contacting Gary to request he represent me and Washington State by using the “Lincoln Law”. I believe a great financial debt and obligation is owed to Washington State, on this project!

January 2011, I attended my 1 Grant County Republican Lincoln dinner and I was introduced to the group as a Roosevelt Democrat from Adams County and I was there with the intent of requesting the Grant County Republican Party to help with the “Fast Track Completion of the Columbia Basin Project.

In January I took my proposal to Grant County PUD requesting they act as lead agency and assist me on “Fast Track Completion” of the Columbia Basin Project.

March 5 2011, met with Colin Hastings discussed the project proposal gave Colin 2 Project T-Shirts (one for him and his Dad). Colin wrote his article after our meeting in May;

I also helped Colin indirectly with getting Alex McGregor to speak at the June 22, 2011 Tri-City Regional Chamber of Commerce meeting.

March 5th 2011, met with Bill Schlegal in Othello Washington discussed the Adams County Solid Waste Project, I asked Bill if he would help with my current Project Proposal and Bill said yes! I gave Bill a project T-Shirt and info.

March 5th 2011, met with the Grant County PCO Central Committee at Ephrata Washington. I gave a project update and asked them to help by drafting a letter to Doc Hastings requesting he support the President on my proposal! They took it under advisement and they would get back to me.

I took my proposal to Senator Murray and Senator Cantwell, and Patty agreed to forward my proposal to you in May 2011. In May 2011, Patty Murray said I would have to come up with a method to pay for the project. I have had a method for the last 15 years! I would like to provide You, Senator Patty Murray, Senator Maria Cantwell and Governor Elect Jay Inslee with my proposal.

(Copy of Email) Elsewhere on the calendar…" This Thursday is our second Central Committee meeting of the year; the public is invited to attend these meetings, so bring a neighbor along. We’re meeting at Mommy Yum Yum’s in Ephrata at 7pm.. Alice Parker will be telling us a little about the Columbia Basin Development League, as opposed to the proposal made to us in March. We’re also electing new PCOs and other Executive Board and committee chair positions; consider running for a leadership role at this critical time".

Alice Parker gave her spill and a vote was taken on this Question should the Grant County PCO’s direct the Chair to write a “Letter of Support” to Doc Hastings requesting he support and ecourage President Obama on “Fast Track Completion of the Columbia Basin Project” and also support the use of stimulus money if the President chooses to use that money on this project.

The vote was taken and the group voted 10 – 8 in favor of Glen’s Proposal and directed Dani Bolyard Chair to write the letter and deliver it to Glen and Doc! The Chair, Vice Chair and Alice were out voted on this issue (I have a verbatim tape of the meeting)!

June 22, 2011 I attended Colin’s Tri-City Regional Chamber meeting where Alex McGregor gave his speech (it can be viewed on my web page). It was one of the best speeches I have heard in many years! Alex is a great leader and American!

August 2011 went to Washington DC met with Senator Patty Murrays Moire Dugan who represents Patty on this issue and also had a meeting with Senator Cantwell telling her I would like to work with her on this project!

October 6 2011, Ordered my Project Promotion Cups, Booklets, and T-Shirts, we are ready to go!
