BY TAKING PRE-EXISTING REVENUES (ALREADY AVAILABLE REVENUES), AND
REDIRECT THEM INTO "NONREVOCABLE AGRICULTURAL TRUST ACCOUNTS",
FOR FINAL COMPLETION OF OUR NATIONS LARGEST PUBLIC WORKS PROJECT
IN 50 YEARS!

I believe the Washington State Democratic Party & the Washington State
Republican Party owes it to the tax payors of Washington State, to research
completely all viable revenue producing alternatives before they enact new taxes!
Our State's Republican Party should instruct Congresswomen Cathy Mc Morris
Rodgers to meet with Congressman Doc Hastings, and Congressman Reichert and
they should all walk across the isle and invite Senator Patty Murray and the other
Washington State Democratic Party leaders to form a
"Washington State Green Team"!
The voters deserve more for "Our tax dollars" and from their so called leaders, in
my opinion!

A. to Balance the current 2.8 Billion Dollar General Fund Deficit, that is projected
to blossom to 5 Billion Dollars within the next two years.
If Washington State's 11 Congressional Leaders, along with the Governor, and
both parties of the Washington Legislature, and the "Columbia Basin Development
League" would approach President Obama he would agree to my proposal!

If our Washington State's 11 Congressional Leaders would help with this effort we
could sidestep a state income tax (and it is coming), and also any new State taxes
to off set the predicted 5 billion shortfall next year in the General Fund!

11 and regulates streamflow, as well as provides water for
cities,

12 industries, navigation, and endangered species;

13 WHEREAS, The Columbia Basin Project has successfully
distributed
​
14 enough irrigation water for approximately 650,000 acres of
agricultural
​
15 lands between Grand Coulee and the Qu ad Cities;
and
​
16 WHEREAS, The United States Bureau of Reclamation is studying
the
​
17 potential for building the second half, or "Phase II," of the
Columbia
​
18 Basin Project, extending irrigation water into portions of the
Odessa
​
19 Subarea;

2 President and Congress support the vitally important Columbia
Basin
​
3 Project and direct the United States Bureau of Reclamation to
continue
​
4 its study and implementation of "Phase II" of the Columbia River
Basin
​
5 Project. More directly, your Memorialists request that President
Obama
​
6 and Governor Gregoire draft and sign Executive Orders designed
to
​
7 outline a Joint Venture Agreement between President
Obama's
​
8 Administration and the Gregoire Administration to:
(1) Finance Phase
​
9 II of the Columbia Basin Project;
(2) finance the remainder of those
​
10 canals and reservoirs held within the East High Canal Project
as

11 originally designed by Franklin D. Roosevelt's Administration;

12 to the economic conditions of today's economic crisis,
request that all

13 funding options be mandated for review by the state and
federal

14 governments; and
(4) due to the economic conditions of our nation,
15 request a "Fast Track" approach to this project being reviewed

Hello Keith,
Please deliver this challenge to Christine! I doubt she,
Lisa, Mark or Joe will be up to a "real country debate" on
the issue (small minds and no backbones)!
You know they are really looking hard for new ideas to
balance the State's budget, what will those new taxes and
fees be called?
​
I am one of a handful of Adams County voters (160)
who voted for her on both elections, but the person I
thought would come to the Governors seat, and
fight to improve Washington's Economics seems to be
missing in action &/or on a paid retirement?!
It is looking like I over rated Christine's legal abilities and wasted my vote!
It appears Christine and Lisa know nothing about
improving Economics, and only understand how to
increase taxation on the Washington voters!

As you know I received a letter from the
1st Lady Michelle Obama asking for citizens to bring
proposals to the President, in January of 2009.
Prior to making the trip, I came to Olympia had
Rep. Brian Blake, and Rep. Judy Warwick co-sponsor
legislation requesting a "Fast Track" approach to
completion of the project! They both acted in a bipartisan
method to get the legislation to the floor, but
Mark Schoesler lacked the wisdom to take it to the floor of
the Senate!

The last time we spoke in January 2009 (prior to me
taking my proposal to President Obama, Senator Murray,
Senator Cantwell, Representatives McMorris, Inslee,
Hastings, Smith, and others in March of 2009) you
mentioned how citizens were coming forward to help,
I remember doing so myself!
You also told me on that phone call in January 2009
"She supported the project and she had made a call to
President Obama, in late January or early February"!
Since you're a Iowa farm boy and your Dad is a minister, I have always accepted the fact I could take you at your word.

I left my Performance Based Contact information with you and Christine. You both are aware of my run for State Representative of the 9th and I lost only by approx. 300 votes in the Primary!
Over 5400 voters in the 9th agreed with my proposal, on bring the 2nd largest Construction Project to Washington State in 50 years, without using any new taxes to put it in!

I know you are both aware of my Legislation and request to form a "Joint Venture Fast Track Completion" of President Franklin D Roosevelt's "Columbia Basin Project", between the Federal Government President Obama and Washington State Governor Gregoire!

I had intended on running for Congress this year but
decided at the last minute to run again for the 9th to help
bring this project to Washington State and the Nation,
without any new taxes! To assist in balancing the State's
coming 5+ Billion Dollar Deficit!

I know it is a foolish concept, because the
Republican Party and the Democratic Party of Washington and the Nation have lost the word Bipartisanship (it seems to be like animal house and a giant food fight), and both sides forget the Washington Voters & Tax payors)!
I told you once the smartest thing to do in business is the "KISS theory of promotion" (Keep it simple stupid)!

So here is the plan as simple as I can put it in a few short words! The Washington State Democratic Party and the Republican Party should grow up and quit fighting and join together to form a
"Washington State Green Team"!
If you, "follow the bread crumbs", I have left for you to
follow it will lead you to President Obama (check my web

President Obama ran on the successes of Franklin and
Abe, and I believe he is the only man on earth today that
will sign an "Executive Order" to complete Franklin's
project waiting for a real leader to come along and
complete it!
Real Leaders are known in history by "their actions",
Not Empty Words!

If Christine and Lisa keep it up the Democratic Party
will go down in history known as the old "Tax and
Spend Party"!

I would formally request you add to your re-election
platform the largest Public Works project undertaken in
United States history by President Franklin D. Roosevelt the
"Completion of the Columbia Basin Project"!
​
Please take this proposal to President Obama an admirer of
Franklin's achievements in office, and ask the President to put this project at the top of his "Public Works Renew America
Agenda" for Our Nation.
​
On CNN today it is being reported 34 states can no longer
pay unemployment to their citizens!
​
No doubt with the current 2.9 + Billion Washington State
deficit is running in the General Fund. Washington State will
soon be joining this list of states unable to pay unemployment, in the near future!
The National DNC and the Washington State Democratic
Party can join with the President to complete this project. It
will be seen in the World and the National News as the "Party
of Roosevelt's" crowning achievement with the leadership
abilities of President Obama's, and Senator Murray's abilities
to form a Bipartisan effort of the Democratic and Republican
parties!

Please use the example of Senator Cantwell and
Senator McCain did to form an alliance to reintroduce the
"Glass Steagull" back into our banking system!

Please reach across the isle and ask Congresswoman Cathy McMorris Rogers to join with you to form a bipartisan
"Washington State Green Team" made up with Washington
State Congressmen and Congresswomen. To jointly and
formally approach President Obama with a request to work
jointly with him to complete the Columbia Basin Project!

I believe this project can be "tailor made" to fit
President Obama's concept of allowing College students to
earn their tuition similar to the 3C's program of Franklin's
during the "Great Depression".
I believe with your experience, talents and Congressional
knowledge you will have the ability to bring this
Job's production project and Economic Development Project
to Washington State!

success is Roosevelt's vision of the Columbia Basin Project"!
